Fourth Avenue Jail

Fourth Avenue Jail is the most secure detention facility in the Maricopa County Jail system. It houses male inmates in general, medium, and maximum populations, as well as some of the highest security inmates. The facility holds approximately 2,064 beds and 1,152 cells.
Estrella Jail

Estrella Jail is a detention center for female inmates who have been sentenced or who are still awaiting prison sentences. It houses approximately 1,500 women of the minimum, medium, and maximum general population.
Lower Buckeye Jail

The Lower Buckeye Jail is the largest detention center in Arizona. The majority of inmates are male, but there are female inmates who are housed separately in the mental health unit and infirmary. According to the Maricopa County Sheriff’s Office website, “The Lower Buckeye Jail houses non-sentenced male: minimum and medium general population inmates; minimum, medium, and maximum administrative restrictive housing inmates; minimum, medium, and maximum Nature of Charge (NOC) inmates and fully-sentenced working inmates” as well as “all classifications of remanded male/female juvenile inmates, as well as disciplinary restrictive housing inmates.”
Towers Jail

The Towers Jail in Phoenix, AZ is Maricopa County’s least populated jail facility and also it’s oldest. It houses male medium security-general population inmates, most of which are awaiting trial and sentencing.
Watkins Jail

Watkins Jail is a newly constructed housing unit for male medium and minimum security – general population inmates. The inmate capacity is about 1,600 at any given time. This 258,000 square foot facility is considered state-of-the-art and operates on the principles of “Direct Supervision.” According to the Maricopa County Sheriff’s Office, Watkins Jail staff utilize “positive reinforcement, communication, accountability, and mutual respect” for sentenced inmates, as well as provide effective supervision and incentives.
Intake, Transfer, and Release (ITR) Facility: 512 Facility

The 512 Facility is a temporary holding facility that recently replaced the Central Intake processing center previously at the Fourth Avenue Jail. It is actually located within the Intake, Transfer, and Release (ITR) Facility and neighbors the Watkins Jail. The facility essentially acts as a buffer between ITR and other detention centers, holding inmates for up to five days but generally no longer than 72 hours. ITR processes an estimated 100,000 bookings and 90,000 releases each year, including all Maricopa County Jail system releases from custody.
